Recently, there have been some disputes over who won in SVS battles. Therefore I propose a set of rules that must be implimented at each SVS, so we may indeed have a undisputed winner. The Council will have held in Alliance occupied Hannover (under joint occupation by Spain, France, Sweden, Russia, and Austria), in game location is a Parlor Games created by Robert Mcroberts. The council will determine a set of "Rules" for SVS's and how a winner is determined. Time:2:00 EST, 1:00 CST etc.
